Stage 2: To Apply for Continuing Education and Training (CET)
Apply course
Upon registration, an Acknowledgement Notice (AN) with validity period of 6 months will be issued to the applicant for the CET application. You can apply for the CET below:
i. Via (One-Stop Skill Upgrading System (One-Stop) for the BCA Approved Training and Testing Centres (ATTC)) or
ii. Via ( BCA Academy) or
iii. Via ( SCAL Academy)
Failure to do so will result the application being unsuccessful.


Stage 3: Check Registration Status
You can view updates on the status of registration using FIN and Date of Birth (DOB). Upon completing the CET, you can print Statement of Skill Status Renewal (optional) via the same link.


Successful Renewal of Direct R1 Eligibility

Once the workers have successfully completed the CET, the results will be sent to us and their eligibility for Direct R1 (which will be valid for another 2 years) will be sent to the Ministry of Manpower. Employer is required to meet other Direct R1 criteria (i.e. worker’s minimum fixed monthly salary) for the worker to be accorded or to retain the R1 status.

Direct R1 Scheme

The Direct R1 Scheme was implemented, on 1 Sep 2015, to provide another alternative pathway for the industry to upgrade their construction workers. It allows those who:

  1. had passed the Skills Evaluation Certificate (Knowledge), SEC(K), at higher skill level; and,
  2. draw a fixed monthly salary of at least $1,600

to be considered as R1 (Higher Skilled) workers; as stipulated in the Ministry of Manpower’s website.



Enhanced in 1 Jan 2022

From 1 Jan 2022, Malaysian and NAS WPHs are eligible under the Enhanced Direct R1 scheme either by:

  1. Obtaining the SEC(K) certificate (without passing at a higher-skill level);, or
  2. Holding an SPM qualification (for Malaysians only).


Accelerated Learning Programme (ALP)

From 7 Feb 2022, Malaysian and NAS WPHs will also be able to upgrade to R1 by passing the Accelerated Learning Programme (ALP) end-of-course validation. Similarly, they are required to earn a minimum fixed monthly salary of $1,600.



Renewal of Direct R1 Eligibility

The Direct R1 eligibility status is valid for 2 years starting from the date of the SEC(K) test/ ALP.

For the renewal of this eligibility status , workers are required to attend a Continuing Education and Training (CET) related to their SEC(K) trade. The CET is a half-day course covering the latest codes and regulations, good practices, and demonstration of new methods, materials, tools and equipment relevant to the specific construction trades and/or areas of responsibility of the registered personnel.
