Direct R1 Scheme
The Direct R1 Scheme was implemented, on 1 Sep 2015, to provide another alternative pathway for the industry to upgrade their construction workers. It allows those who pass the Skills Evaluation Certificate (Knowledge), SEC(K), test at higher skill level and draw a fixed monthly salary of $1,600 or more, to be considered as R1 (Higher Skilled) workers; under the Ministry of Manpower Tiered-Levy Scheme.
Renewal of Direct R1 Eligibility
The R1 eligibility status is valid for 2 years [i.e. The 1st expiry date shall be 2 years from the date of the SEC(K) test]. Application for renewal can be submitted online 3 months before the date of expiry. To renew their skill status, workers are also required to attend a Continuing Education and Training (CET) related to their SEC(K) trade.

The CET is a half-day course covering the latest codes and regulations, good practices, and demonstration of new methods, materials, tools and equipment relevant to the specific construction trades and/or areas of responsibility of the registered personnel.
How to Apply for Renewal
1) Go to “Renewal” (at top menu bar)
2) Enter worker’s FIN and date of birth (DOB) to check if the worker is eligible for renewal
3) Fill in the online registration form (if eligible for renewal)
4) Print the Acknowledgment Notice at end of registration (or from Check Status menu)
5) Enrol for the required CET with ATTC*
6) Receive email notification on successful renewal, of worker’s skill status, after completion of CET
7) Print Statement of Skill Status Renewal (optional) from Check Status menu
Worker’s particular will be sent to the Ministry of Manpower. Employer is required to meet other Direct R1 criteria (i.e worker’s minimum fixed monthly salary) for worker to retain the R1 status.
A Submission Number appears after each successful registration. Please print or note down this number. The "Check Status" function on the menu bar allows user to view the status of their registration with worker’s NRIC/FIN and date of birth.
